A long-term plan for the Ballardong Land Estate

BAC is establishing a systematic approach to understanding, growing, planning, managing and protecting the Ballardong Land Estate.

The project brings together better land information, long-term planning and a stronger acquisition pipeline so decisions about land can consider cultural values, community priorities, environmental and servicing constraints, housing, economic opportunities and the needs of future generations.

What we're delivering

During 2026–27, BAC will establish the information, planning and acquisition systems required to manage the existing Estate and create a strong pipeline of additional land across Ballardong Country.

1

Build the Land Information Platform

Underway

Establish a GIS-based land information platform bringing together parcel information, tenure, cultural and heritage considerations, environmental constraints, hazards, infrastructure, servicing and development opportunities.

2026–27 measure Land Information Platform established and progressively populated with information about the Ballardong Land Estate and potential acquisition sites.
2

Develop the 15-Year Land Master Plan

Underway

Develop a long-term plan for the Estate that identifies how land can be protected, managed and progressively used for cultural, residential, community and economic purposes.

2026–27 measure 15-Year Ballardong Land Master Plan developed to guide future land decisions and investment.
3

Assess land opportunities across Ballardong Country

Underway

Undertake a systematic regional assessment of reserves, parcels and other land opportunities, informed by local knowledge, community priorities and practical due diligence.

2026–27 measure Priority land opportunities identified, assessed and incorporated into a regional acquisition pipeline.
4

Grow the Ballardong Land Estate

Underway

Progress suitable land through due diligence, cultural governance, Trustee and State processes so additional Country can be brought into the Ballardong Land Estate.

Headline 2026–27 KPI By 30 June 2027, lodge applications for additional land which, if successful, would increase the Estate by at least 100% against the 1 July 2026 baseline.
5

Plan for management, protection and activation

Planned

Establish pathways for land to be appropriately managed and activated according to its values and opportunities, including cultural protection, conservation, housing, community use and appropriate economic development.

2026–27 measure Priority land parcels progressed through defined planning, assessment and decision pathways.
